Desirable Qualities for Candidates
As Nigeria marches into the 2007 election amidst warries about the sustainability of reforms and policy continuity, POP in its quest to continue to provide focused leadership at all levels of governance sets forth some qualities that the Party and electorates would look out for amongst candidates. These qualities are in addition to the existing constitutional requirements that candidates must meet to qualify for electoral office. The basic concept is to carefully look at those traits that are constant and imperative for nation building and modernizati~n ofthe economy.
To this end POP in furtherance of its agenda setting role seek to identify qualities that an elected official should possess to be able to lead at various cadres. These qualities are intended to raise our campaigns from the banal, mundane level of muckraking to the more elevated and sublime level of debate on policy direction, individual capability, character requirement and intellectual capacity. This new level will require that candidates are clearly judged not just by the size of the wallet of their campaign organization but also by clearly measurable qualities.

POP is certain that amongst its aspirants are Nigerians who not only have the experience of running governments at various levels but also share in the party's vision of a new Nigeria founded on the sub structure of a new POP. The new POP is about building a platform for sustained growth, it is also about a new policy architecfure that derives its essence from the reforms embarked upon by President Obasanjo. The new POP affirms a new covenant with Nigerians; a solemn pledge to provide the platform for policy continuity that would enable long term planning and sustenance of progress thus
made.
In line with this mandate, POP has opened the space for credible candidates that possess certain qualities that are critical to the implementation of POP's vision of Nigeria. The POP in pursuit of this goal believes that a level playing ground is a sine qua non to a free and fair electoral process. Our commitment to free and fair process is unshaken and our pledge to produce credible candidates remains undaunted.

GENERAL QUALITIES
Patriotism
Candidate must have a record of commitment to the Nigerian state
Proof of standing up for Nigeria in the face of sectional or regional challenge
Incontrovertible Nigerian citizenship and a passion for national interest

Integrity
Must be of good character
Must have verifiable means of livelihood
Does not waver on principles of accountability and The Nigeria Project
Must not have been indicted for corruption or corrupt practices and other economic crimes
Ethno- Neutral
Must have a track record of fairness and conformity with federal character
Ability to work with the diverse peoples of Nigeria and engender confidence

Rule-Driven
Must show inclination and capacity to respect rules and implement them
Proof of non violation of any existing rules
Ability to abide by rules against personal or group interest

Tolerance
Must demonstrate capacity and history of respecting contending views
Evidence of non involvement with thuggery, association with cults, ethnic militias

Transparency-Driven
Must demonstrate keen understanding and need for transparent governance
Evidence of transparent dealings In past public or private enterprise
Evidence of reporting of conflict of interest situation
Proof of introducing and implementing clear conflict of interest rules in either public or private concern

Community/Constituency Service

Must be known to render voluntary community/constituency service

Proof of past/on-going voluntary service to community

Leadership
Capacity to stand for what is right and honourable for Nigeria no matter the diversion/distraction of external influences

Proof of consistent display of strength of character

 


Candidates for office of the President, Vice President, Governors must have demonstrable

• High level of integrity and evidence of personal discipline
• Courage of conviction
• High degree of loyalty to the Nigerian state Consistent and verifiable means of livelihood

• Experience in management of men and materials r in public

• Knowledge of the working of the private sector

• Good knowledge of Nigerian political, economic and social environment

• Tolerance, especially religious

• Respect for rule of low

• Respect for human rights

• Belief in popular participation and consultation

Meetinas. Rallies. Campaigns. Congresses. Primaries. Convention. etc
A party member, aspirant, candidate or agent shall do nothing to inhibit the lawful activities of others. In this connection, a party member, aspirant, candidate or agent shall not:
(a) disrupt, interrupt, disorganize, disturb meetings, rallies congresses, primaries and other lawful activities of others;
(b) encourage provocative behaviour, language, images and actions at such meetings, rallies, congresses, primaries etc;
(c) sponsor incitement, violence and breakdown of law and order or prevent speeches and the distribution of leaflets, pamphlets, handbills, posters or any published material;
(d) engage in any activity capable of inciting ethnic, religious, class or group hatred either against PDP leaders and members or aspirants and
